JOB ANNOUNCEMENT

 

Budget Analyst III

Budget and Regulatory Services Section, Administration Division

Department of Insurance, Financial Institutions and Professional Registration

Position located in Jefferson City, Missouri

 

Salary Range: $44,352 - $55,000  (salary will be based upon education and experience)

 

Budget:

Responsible for department budget preparation, submittal and coordination.

Prepare responses to Office of Administration Budget and Planning, House and Senate Appropriations on department's budget.

Attend department budget meetings and hearings.

Assist with testimony preparation for Budget Officer. Testify as necessary.

Track and monitor department personal service and expense and equipment expenditures monthly to ensure sufficient appropriation authority and fund balances.

 

Legislative:

Responsible for fiscal note coordination.

Receive, log and distribute all fiscal notes requests received from Legislative Research, Oversight Division to appropriate divisions within the department.

Knowledge of department program operations and functions is required to determine distribution of fiscal note requests.

Review hearing schedules to ensure fiscal note responses are completed prior to hearings.

Track passed legislation to ensure budget items are included in the department's budget request as necessary and that budget requests are consistent with fiscal note estimates.

 

Regulatory Services Processing: 

Assist Regulatory Services with professional financial analysis, desk auditing and accounting work reviewing and evaluating insurance companies, vehicle protection product providers, service contract providers and other regulated entity applications, financial statements, managerial and organizational documents as requested.

Analyze and monitor the financial operations, management practices and overall company operations of assigned companies and recommending appropriate action.

Make determinations as to company solvency based on a review of financial statements, legal documents and other technical data and make recommendations for corrective action or admission or registration of the entities.

 

Cost Allocation:

 Maintain and update the department's cost allocation tracking system.

Create and distribute monthly cost allocation reports.

 

Experience and Education Qualifications:

Four years of progressively responsible experience in technical budget administration work or closely related work such as program, cost, or operational analysis, and graduation from a four-year college or university including substantial course work in one or more of the following subjects: public or business administration, accounting, statistics or closely related areas. (Graduate education in one of the qualifying areas may be substituted on a year for year basis for the required experience.)

OR

One year as a Budget Analyst II with the State of Missouri.
